Policy and programs

Energetics has extensive experience in developing voluntary and mandatory government program guidelines.

We work with local, state and federal government to evaluate policies and help design programs aimed at helping businesses to improve their resource efficiency and carbon footprint.

Our dedicated Government team has extensive experience in Australian and international energy policies and has gained a deep understanding of the external changes that trigger adjustments to policy, service delivery and strategy.  We understand the challenges of working in a complex, ever-changing, political and regulatory environment increasingly focused on cost-effective solutions.

Through our extensive experience in energy strategy and management across a wide range of industries, we have developed insights into how good policy and programs can support business needs and opportunities for energy and carbon emissions reductions. 

We deliver high quality analysis and advice critical to Government’s decisions making process. Our success is built on technical and engineering knowledge, in-depth research to comprehensively analyse key issues, along with our innovative consultation methods to engage stakeholders.

Energetics’ experience spans:

  • involvement with the design of the Victorian EREP
  • design and implementation of the Sustainability Advantage program for the NSW Department of Environment and Climate Change, including facilitation of Resource Efficiency modules in a variety of sectors
  • development and implementation of NSW Department of Water and Energy (DWE) water and energy program (more than 50 Energy Savings Action Plans – (ESAP's) across NSW i.e. approximately 20% of the total number of Plans required under the DWE ESAP legislation), and
  • design and facilitation of the Every Drop Counts (EDC) Business Program for Sydney Water.

As energy costs soar, Energetics works with commercial, industrial and government organisations to help them reduce peak electrical demand and improve efficiency in their processes and facilities. Energetics also assist governmental agencies and utilities nationwide in designing cost effective demand management programs that achieve high take-up rates in residential, commercial or industrial sectors.

We assess and design energy conservation and demand reduction programs for government and network providers. Our recommendations are based on:

  • the development of bottom-up estimates of the potential and cost to reduce electrical demand and energy consumption;
  • the assessment of a range of possible implementation strategies;
  • an evaluation of the economic and market potential of programs by applying recognised cost effectiveness metrics for the different stakeholders (program participants, program administrator, rate payers) as well as market adoption functions;
  • Energetics DSM Assessment model, which produces the take-up and cost-effectiveness of individual measures and programs under different scenarios.

These elements provide the ability to design a realistic and cost effective demand management program ensuring that the total costs borne by the program, to deliver the required peak demand reductions, are no more than the value of deferral of the proposed supply side augmentation.

When delivering a demand management program our role is built around a model of assisting in the identification, facilitation and project management process, rather than a model that is tied to a particular product. This approach, successfully implemented over the last few years with a number of Distribution Network Service Providers implies site assessments and feasibility studies of opportunities in line with the Level 1 or Level 2 Energy Audit Standard requirements, and a strong facilitation component in order to ensure that the solutions that best-fit the end user’s and the utility’s needs are properly costed, incentivised and implemented. We provide such services independently from equipment suppliers, engaging with them to select the optimal and most cost effective solutions.

Energetics has helped utilities and end-users to implement demand management programs recognised for their achievements by:

  • Focusing on demand management measures capable of delivering the required load reduction at the time needed by the network
  • Fully engaging with end-users to understand their key motivation and barriers;
  • Our deep knowledge of funding/financing options and extensive experience in capturing external grants as well as white/green certificates for our clients
  • Applying recognised Measurement and Verification protocols to provide evidence of the demand reduction impact of projects.
