More than 220 corporations are required to comply with the requirements of the Energy Efficiency Opportunities Act, which is made up of six key elements relating to how companies manage their energy consumption. Recently, the Government committed to the continuation of the EEO program until 2011/12, with its future beyond this time to be the subject of a review at this time.
The Department of Resources Energy and Tourism will be commencing a process of verification, to determine if and how companies are complying with EEO requirements. We believe that approximately 20 companies will be verified per year, commencing in 2009. A key factor in selecting companies will, we believe, be the apparent level of compliance evidenced in companies’ Public Reports from 2008.
EEO compliance reporting
Energetics works with over one third of all EEO companies to meet reporting obligations under this program.
Our rigorous, documented processes enable us to assist clients to conduct opportunities assessments in their business, and to use the outcomes for reporting to multiple Federal and State schemes. Energetics’ assessment methodology draws on accepted audit standards, our proprietary best practice management diagnostic tool (One2Five®) to assist in addressing key management areas, and client engagement to maximise buy-in at site and corporate levels.
Our approach is to deliver EEO compliance as one output of your cost reduction program, rather than simply incurring compliance costs as a stand-alone activity.
Specific to the Australian Federal Government’s Energy Efficiency Opportunities (EEO) program, Energetics has been involved with the EEO program from its outset, including conducting an initial review of program design, assessing legislative impacts on business, conducting two corporate EEO pilots, and streamlining EEO with other government mandatory and voluntary programs. We have helped many clients to integrate their EEO response with other State-based program requirements.

About the Energy Efficiency Opportunities Program
The Department of Industry, Tourism and Resources (DITR) mandatory energy reporting program, the Energy Efficiency Opportunities (EEO) program, commenced on July 1 2006. The program targets large energy-using businesses, impacting corporations using over 0.5 PJ (peta-joules) of energy annually. Typically this equates to an annual energy bill of more than:
- $1.5 million for gas; or
- $5 million for electricity; or
- $11 million for diesel fuel; or
- Any combination of energy use equating to >0.5PJ).
The program applies to total energy use of the corporation nationally, and captures large industrial sites as well as many commercial businesses with large numbers of facilities. The program requires the top corporate entity to report on energy efficiency opportunities for all facilities individually using over 0.5 PJ of energy annually. Reporting must also cover 80% of total energy use across the entity (including transport energy usage).
The program requires that technical energy savings assessments are conducted, and in addition that evidence of a continuous improvement process for energy is documented. Specifically, companies are required to report on 6 elements of management policy, practices and procedures. The program also requires implementation throughout a series of program stages

Avoiding program duplication
Energetics ensures that there is no duplication of effort when addressing EEO program requirements alongside other regulatory programs, including:
- Department of Environment and Climate Change (DECC) Energy Savings Action Plans and funding available;
- Greenhouse Challenge Plus Programme;
- Western Australia Greenhouse Gas Inventory reporting;
- Victoria’s Environment & Resource Efficiency Plan (EREP) Program;
- Demand management and load curtailability programs;
- Use of carbon trading instruments (e.g. New South Wales Greenhouse Gas Abatement Certificates or NGACs); and
- Internal corporate energy savings policy, targets and programs.
Management at corporate and site levels
Energetics simplifies the challenging process of coordinating a program at the corporate and site levels.
At a corporate level Energetics can
- Review current organisational practices and procedures;
- Provide information management tools;
- Assist with EEO program registration;
- Develop assessment schedule;
- Communicate and plan with sites;
- Liaise and manage assessment;
- Liaison with DITR; and
- Develop, consolidate and finalise EEO reporting.
