Our clients have told us that above all else, the ERF should be equitable and there should be fair penalties for poor emissions performance.

There must be mechanisms to levy penalties on organisations that exceed their emissions baseline. Further, emissions baselines should account for changing levels of business activity while rewarding good performers within a sector and provide additional incentives for poor performers to drive toward industry averages. We advocate for baselines that are derived from emissions intensities that reflect the average performance across a sector.

We believe that the Emissions Reduction Fund should favour all abatement sources, be robust, deliver genuine abatement, be additional and simple to administer and navigate. The Fund needs to offer price certainty to businesses.
