Full retail contestability was introduced in NSW and Victoria in January this year. The impact of FRC on customers will be key in determining whether further deregulation will take place in the other NEM states, South Australia and Queensland.

At the moment, those likely to benefit from further deregulation of the electricity market have not changed with the introduction of zero threshold. Generally, energy users who may see savings by negotiating an electricity contract with their supplier of choice use over 60 MWh pa and are located in urban areas. These customers have been contestable for over six months in NSW and over one year in Victoria.
